There are plenty of free options available that can run on older hardware without much problems and in many cases perform better that M$. But the issue is acceptance and the perceived image of Linux based distributions. One thing that can be done to increase the computerization level of schools and colleges are buy second hand computers from large companies which sell them every year when they go for hardware upgrades, refurbish them with any Linux distro, Mint is a new one, which is very good and friendly and takes about 5 mins to install, and put them in schools and colleges. Very cheap and cost effective. Internet has also gone very cheap now and this overall will increase the access to information level of people throughout.
